Actually, the vast majority of SPAM is pretty innocuous and I'm sure very ineffective by most standards, except that it is nearly free to the sender, so ineffectiveness can be offset through sheer volume.
The most effective SPAM I have ever received was just recently from one of those multitude of people offering to get your site listed with hundreds of search engines, in this case for a monthly fee. The thing was done up so professionally, including a screen shot of our site, etc., that I routed to some of our tech staff for comment. Turns out that the list of proposed search engines to be registered includes about 99% irrelevant engines, at least for our purposes. No sale!
But if all SPAM's were as well done as that one, there would be a lot more business done on the web.
